Over 20 years of experience in open development, telecommunications, and financial services. Currently, as Modernization of the State Senior Specialist at the Inter-American Development Bank, he is working on digital government innovation projects and knowledge, coordinating the digital identification and data policies agendas.
Before joining the IADB, Arturo worked for ten years at The World Bank, leading the design and implementation of knowledge products and investment projects in telecommunications, IT-based services, and smart cities.
He has a bachelor’s degree in economics from Universidad del PacĂfico in Lima-Peru, and an MBA from Emory University in Atlanta-Georgia.
